"Maxim-Gorky Forest and Wildlife Protection Institution" under the "Subsoil Use, Environment and Water Resources Administration of Pavlodar Region" will buy 2,162,749 pine saplings for 135,171,812 tenge in 2024, Adyrna National Portal reported.

On November 28, the tender for planting more than 2 million pine trees in 2024 was announced by the State Procurement Department of Pavlodar region. The winning company will be determined on December 13.

In the technical description of the state purchase, the cost of which is estimated at 135,171,812 tenge, it is written that the responsibility of the seller ends after the company delivers the goods to the specified place. That is, 135,171,812 tenge are not included in planting, caring for, and setting up seedlings. Therefore, if you buy 2,162,749 pieces for 135,171,812 tenge, each piece of pine sapling should cost 62.5 tenge.

Also, the age of the pine sapling is not less than 2 years and not more than 3 years, the height of the stem is not less than 10 cm and not more than 15 cm, the thickness of the stem at the root neck is at least 2.5 mm, the length of the root system is at least 20 cm and 30 cm and 1,142,800 units should be delivered between April 1-10, 2024, and 1,019,949 units between September 15-20, 2024.

These seedlings are planted in Kashir forestry of Bobrovka rural district of Terengkol district of Pavlodar region.

According to the dimensions specified in the technical description, the price of seedlings on the Internet is 25-30 tenge.

We are now concerned with the following questions. On what basis is the state procurement department of Pavlodar region valuing each item at 62.5 tenge? In addition, how will they control the planting of 2,162,749 seedlings in the specified area? Has a special commission been created to monitor it? Who guarantees that the seedlings will germinate and take root? How does the ordering institution prove that more than 2 million seedlings are fully planted?
