President Kasym-Jomart Tokayev, speaking at the Astana International Forum, reminded that Kazakhstan had moved away from a super-presidential system and called presidential rule a suitable model for the country, reports Adyrna.
“We have abandoned the super-presidential system. We have chosen the path of a presidential republic with a system of checks and balances, based on the principle of ‘Strong President – Influential Parliament – Accountable Government’. I am firmly convinced that this concept is the most appropriate model for the specific features of the political system in Kazakhstan,” he said.
The Head of State also noted that the presidential term is now limited to a single seven-year mandate.
“This decision has not been made before, not only in Kazakhstan but in our entire region. In my opinion, this step will strengthen our political system, contribute to economic development, and lay the foundation for a civilized society. The President is essentially a manager hired by the people for a specific term — in our case, seven years,” Tokayev added.
Yesterday, during a meeting at Akorda with the President of the Bundesrat of the Federal Republic of Germany, Anke Rehlinger, who is also the Minister-President of Saarland, Tokayev reaffirmed that the presidential form of governance would remain in place. He also emphasized that in recent years, Kazakhstan has carried out large-scale political reforms and mentioned the possibility of further changes in the judiciary and law enforcement systems — but the presidential system will be preserved.
