The President of Azerbaijan told his Russian counterpart that all those responsible for the death of Russian soldiers in Karabakh will be "appropriately punished" and expressed his readiness to provide financial assistance to the families of the victims. On September 21, President of Azerbaijan Ilham Aliyev called Putin and he apologized for the death of Russian military personnel in the territory of Nagorno-Karabakh, the press service of the Kremlin said.
