"Pavlodar City State Assets and Procurement Department" of the Pavlodar City Administration allocated 65,920,000 tenge to decorate the New Year's tree, Adyrna national portal reported with reference to satypalu.gov.kz/.
The announcement on state procurement was published on September 27, and on October 12, the company "JK Aibat" was recognized as the winner of the said tender. That is, Pavlodar city administration started preparations for setting up the New Year tree before celebrating the Republic Day in October and the Independence Day in December.
The technical description states that the Christmas tree should be delivered within 21 calendar days from the date of entry into force of the contract, the shelf life of the Christmas tree should reach 36 months, the height should not exceed 30 meters, and the diameter should not exceed 12.2 meters. Therefore, according to the document, the contractor must install the Christmas tree in November.
After reading these documents, several questions bothered us.
1. Does the Independence Day cost nothing for Pavlodar City Administration?
2. What will the mayor's office do with a Christmas tree with a shelf life of 36 months? Will this Christmas tree be planted on the square in the next three years?
3. Isn't installing a Christmas tree in the city center for 65,920,000 tenge a waste of budget money?
